However, onlookers at the scene have alleged it wasn't until the 26-year-old nightclub manager was told the person who "grazed his knee" with her vehicle was Lindsay that he began complaining about his injury.
One eyewitness told TMZ: "He got up and started smoking his hookah."
Despite the claims, law enforcement authorities have reportedly confirmed there is "no evidence" of a crime taking place.
A police spokesperson told RadarOnline.com: "There was no evidence of a crime or a hit and run."
Lindsay - whose career has been plagued by a series of legal problems and spells in rehab - recently admitted she "regrets" some of the decisions she has made in her life.
She said: "I regret the choices that I've made, but I'm grateful for where I am today because of them. I don't need to see any more negative stuff, I don't need to put myself in those places anymore."
